What influences your Pennsylvania rate

Most of what moves your premium is inside your control, and the parts that are not are still worth understanding before you shop.

  • Driver records and CDL experience. The fastest lever you have, and the one underwriters look at first.
  • DOT safety scores and inspection history. Underwriters see inspections within days now, not months, and brake and tire violations move renewals.
  • Time under authority. Year one prices differently from year three. This is temporary, and it is the single biggest thing that improves on its own.
  • Radius and lanes. Local and regional Pennsylvania work prices differently from long-haul running.
  • Where the truck is garaged. A truck garaged in Philadelphia costs more to insure than the same truck garaged in rural Pennsylvania. If you have a choice about where the equipment sits overnight, it is worth a conversation.
  • Out of state drivers. Plenty of Pennsylvania companies hire New Jersey and New York drivers, which is completely normal and often necessary. It does create exposure to garaging and operations in those states, and it can raise your premium. New Jersey in particular requires $1,500,000 in auto liability for New Jersey trucking companies, so the structure matters. If you run interstate

You are under FMCSA rules and your insurer files the BMC-91 against your MC number. The federal floor and what your brokers will actually accept are two different numbers, which is the part that catches new authorities out.

If you run Pennsylvania only

Any point to point operation inside Pennsylvania has to register with the Pennsylvania Public Utility Commission, and that is true whether you run a semi, a dump truck or a hotshot rig. The PUC, not PennDOT, is the agency that grants intrastate authority. Your insurer then files two forms: the Form E for liability and the Form H for cargo.

That $5,000 cargo figure is worth pausing on. It satisfies the PUC and it satisfies almost nobody else. Brokers and shippers in Pennsylvania generally want to see $100,000 in motor truck cargo, the same as everywhere else, so a policy built to the state floor is legal and unhireable at the same time.
